Long Range Planning

​Crossroads works with communities to understand their individual development goals.  Planning is not a one size fits all approach, and Crossroads will work through the stakeholder process with each community to identify where development should occur, the infrastructure needed to support the development, and the capital cost for implementing these plans.  

Zoning Code Update

Crossroads provides comprehensive zoning code updates to communities including all residential, commercial, industrial, mixed use and planned zoning districts.  The company specializes in reviewing zoning codes to identify barriers to economic development and to formulate creative solutions to advance business development through the use of overlay districts and other zoning techniques. 



Transportation

Transportation Improvement Districts {TIDs) are an increasingly popular tool utilized to collaboratively plan and fund transportation projects.  Crossroads has over 11 years of experience with coordinating and implementing projects through TIDs.  Contact us to learn more about how to form and operate a TID.  We are happy to help communities to establish and operate a TID or work with newly established or existing TIDs to find creative funding packages to advance the transportation network for economic development purposes.

Economic Development Tools

​Crossroads can assist communities with a wide range of economic development tools to help fund projects and build the necessary infrastructure to promote commercial growth. These tools include, but are not limited to, implementing Tax Increment Finance Districts (“TIF”), Joint Economic Development Districts (“JEDD”) and Cooperative Economic Development Agreements (“CEDA”); establishing and operating a Port Authority; establishing and operating a New Community Authority (“NCA”); and assisting financial consultants with bond rating presentations associated with any public financing portions of these projects.

Funding Applications

Crossroads has extensive experience in writing and managing grants and applications to fund community and economic development projects, including CDBG Neighborhood Revitalization Program Grants, ODOT TID Supplemental Funding Grants, MPO Attributable Funding applications, State Capital Funds, and other similar funding sources.  Crossroads can help communities identify the best funding sources as well as write and administer these grants.
